Steps:
-log into collegeboard account
-Under "Got a Code," click on "learn if you are eligible"
-Click on "apply" in blue box on right
-Scroll down and click on the blue words, "request a fee waiver directly from collegeboard"
-fill in info and submit
-You will get a emailed response saying you will receive a waiver in 1-2 weeks if collegeboard determines that youare eligible.
